WHCA, Washington Hancock Community Agency

A message from Executive Director, Mark Green

Mark Green

WHCA is the Community Action Agency for Hancock and Washington Counties. We were established in 1966 as part of President Lyndon Johnson's War on Poverty legislation, the Economic Opportunity Act of 1964.  Our primary mission is to assist low income families and individuals. We accomplish this through a variety of programs ranging from the Low Income Heating and Energy Assistance Program (LiHEAP) to programs such as At Home Downeast where we work with a dedicated group of volunteers to provide services that allow seniors to remain at home in their communities.

We are always looking for opportunities to offer new services to our communities and for volunteers to help. Please take a few minutes to look through our web site to learn about the services we offer and check back often or become a friend on our Facebook page. Also please don't hesitate to drop me an email at with any questions. Thank you!

Extended time for certain LIHEAP applications!  Call 664-2424 for more information.

It is the policy of Washington Hancock Community Agency that no person shall, on the grounds of race, color, ethnicity, national origin, ancestry, religious belief, political affiliation or belief, age, gender, sexual orientation, marital status, physical or mental disability, veteran status, migrant worker, ex-offender, or former patient of a state institution be discriminated against in access to the services or provision of services of Washington Hancock Community Agency.

In a time when my faith in people was very low, WHCA showed me I could trust them. This I will never forget, 'cause WHCA in my book is the best."
