About WHCA
The Washington Hancock Community Agency is a non-profit, non-governmental, private corporation, and community action program, serving Washington and Hancock counties. WHCA was incorporated in 1966 as a 501(c)(3) organization. Our Board of Directors comprises one-third of its membership from the private sector; one third from the public sector; and one third from an elected sector representing people with low incomes.
Our Mission
WHCA brings community resources together to help people in Washington and Hancock counties to achieve self -sufficiency and a better quality of life.
Board of Directors
The role of Washington Hancock Community Agency's Board of Directors is to define and meet its overall responsibility by governing the Agency in a manner that is consistent with its mission and responsive to client needs. WHCA's board is equally comprised of members of the public, private and elected sectors, and includes people with low incomes.
The Board of Directors meets the last Tuesday of each month in the Milbridge office at 5 p.m., unless otherwise noted. The public is welcome to attend. There is no meeting in the month of December.

WHCA Executive Director

Timothy J. King has served as WHCA's executive director since 2004. Tim has more than 25 years of executive level management experience with overall responsibility for financial administration, personnel management, planning and policy making, economic development, and efficient public service delivery. He has been town manager of both Oakland and Corinth, Maine and served as Ellsworth's city manager for more than nine years. Tim is a graduate of the University of Maine at Orono and holds a Master of Public Administration degree from Penn State University.
